A progress check screen will appear once the destination country's International Health Certificate has been completed and signed. Under item three in the list, there is a button titled. “Complete Transit Pet Certificate.” Clicking this button will take you directly to the Draft EU Transit health certificate the system automatically created.
At this point, the EU Transit health certificate is NOT complete. You must go into the draft, finish all EU-specific requirements, and sign.
