Are testing and treatment requirements the same thing?

No - Testing and treatment requirements are not interchangeable.

If an importing country requires a pet to be tested, a laboratory test must be done; if a treatment is required, the pet must be treated with a pharmaceutical product licensed for use in the U.S.
