Who is held responsible if a horse is found to not be healthy and travels anyway? Is the veterinarian liable or is the owner?

The owner would be responsible, unless it is found that the veterinarian failed to educate the owner on properly completing a pre-movement exam when the horse was enrolled in the EECVI program.
